It turns out the dragon really is a bike rack. Louisville’s Downtown Management District started commissioning local artists to make sculptural bicycle parking in 2001, deliberately choosing designs that wouldn’t necessarily look like racks when they were empty. This stainless-steel one at Waterfront Park is by Louisville sculptor David Caudill. The official listing just calls it the Waterfront Development Corp. Bike Rack, so “Big Four Dragon” is considerably more useful.
