This giant exterior staircase is actually a fairly recent addition to 1870s City Hall. Installed in 2011–12, it replaced a fire escape that had been there since the 1940s. The original taggers carried their bikes all the way to the top landing, which immediately created a rules argument when the claim came in from the bottom. The claimant maintained that finding the staircase was sufficient. Others felt the fourth-floor bike haul was part of the assignment. The archive, as usual, benefited from the dispute.
