About this tag
Kacy Jackson’s 2019 mural honors three people with deep ties to Russell. Lucille Leggett was a longtime Russell resident, retired teacher, block-watch captain, community-garden organizer, and prolific volunteer. Sam Watkins Jr. led the Louisville Central Community Center for 28 years. His work centered on family services and economic development in Russell, and he was involved in major neighborhood initiatives including the Choice Neighborhoods effort and the Muhammad Ali Arts & Cultural District. Harvey Clarence Russell Sr. was an African American educator, and the neighborhood itself is named after him.
